Problem: I am getting "run-time error 7" when I start HL (the lastest version). I downloaded the VB runtime and executed them. I also tried the SFC.exe and found no corrupted VB files.

HL was working until today when I installed a new GF4 TI4600 - I used a driver cleaner to remove the old NVIDIA drivers. The old card was a GF3 TI200 with the 30.82 NVIDA Drivers. The new drivers are the Omega 43.45 driver. I use 98SE and > 512 MB RAM, but haven't had problems because I used cacheman to limit Vcache. I removed a stick of RAM (brought it down to 512 MB) and still received the same error. Any help greatly appreciated. HL is a great utility and I really miss using it. Thanks!!!

Fixed it!!! I was a little intimidated by using the SFC.exe - so instead relied on installing the VB runtime files posted in the download section. When that didn't work, I tried the SFC.exe and restored the original oleaut32.dll and problem solved!!! Hope this will help others having this problem.
