I used to run IL2(first one) on highest graphics on a PCI geforce 4 mx...the slowest edition.

It ran highest graphics.
30-40fps

1946 is petty much the same graphics, unless you turn shadermodel ...

It seems that the game server is dropping you.
Set IL2 options to 56k and tell me what happens.

I heard it helps with IL2 dropping.
