A friend is getting a run time 0 when trying to enter the lobby any ideas?

I have seen error 0 from bad installs and user running it with no administrative rights causing it to crash. HL needs permission to write game info and things like pager messages, chat logs and friends list.
Bad install is most probably the cause in this case. uninstall completely and reinstall with no background programs like anti virus running.
