I reinstalled HL, installed VB5 runtimes but it's still wrong.
I dunno why it happened, HL worked before, all of the time, now it suddenly shows this error.
What's wrong ?

Have changed your windows regional settings to other than English?

why i would change it ?
no, i have Polish country settings, it was always same, nothing changed
I could solve the problem but I need to know about wchich file is error, wchich file makes error

Hmmm....I solved it....
One of a file was corrupted, i haven't noticed wchich one but it has to be conf file cause it left when I uninstalled HL. So when i installed back it doesn't work. That's a pity i had HL installed on other system (2nd HDD), i just copied files to current HL copy.
Now it's fully working

Why? Who knows when absolutely no information is given about your system, but that is a reason to get that error. Also Chinese version of windows too.
