Hello
New 4.x versions can be installed over ANY previous 4.x versions without any known problems ! To install 4.x over 3.x please read 4.x release notes ...
In case we are talking about choices to uninstall 4.x version:
You can rerun installation package over installed version and you get some options like uninstall, repair etc.
Other way is use controll panell item "Add/Remove programs" in windows xp or "Programs and features" in vista/windows 7
If anything fail (screwed windows installation /msi database you can use a tool from microsoft to remove damaged MSI installator items called "Windows installer cleanup". This is so powerfull tool so be sure you know what you are doing !
