Video: Nvidia Gforce 6600 512MB PCI Express x16
OS: Windows Vista Home Premium 32Bit

Sadly, you got Vista.
Be more specific.
Is this during install or after running successfully?
I had to install HL in safe mode.
Windows Vista is the worst crapware ever dumped on the computing public.

This error occurs when I try to start HL. Install was problem free. I've tried safe mode and running as admin. |

No, I just started playing IL2 this week. So this is my first time to try to run HL. |

Sorry, I was unable to duplicate your error on my Windows Vista machine.
Perhaps we got a geek that can help. I tried un installing and re installing
several times.
I had to install in safe mode. Have you tried to install in safe mode?

Do a search for mswinsck.ocx
See if it's there.
I do not know Vista ver well yet, but I do not believe it is
a standard part of the Vista OS.
Hyper lobby installs it.
My version of Vista has it and has the same creation date as the HL installation.
I suspect it is a Vista Security issue, it will noy
allow you to install mswinsck.ocx
