No we're not on the same ISP, completely different companies altogether.
(ATT vs Verizon), we both do have routers though from our respective ISPs.

Yes, he can usually...he's been able to connect to other folks hosting, just not me.

He usually just gets this problem trying to connect to my machine as a server ...
