if the firewall is OFF, that is no guarantee because windows also will have its own TCP/IP ports CLOSED which must be enabled but how differs from OS to OS.
Do you know how to perform a TRACERT (aka TRACE ROUTE)? It is to find out the route of your connetcion to see where is the bottleneck. Use the CMD prompt and type 'TRACERT'
This differs on each router but normally you login using the IP address of the router itself (like http://192.168.1.1 ), you enter your credentials and then go to Security then DMZ.
Have you tried the DMZ (Demilitarized Zone)setting on your router? It would make your connection open to all but it should work and work your way back to finding out what is going on.
Maybe your last resort is to use the DRM setting in your router and see if that works. DRM setting however will make your LAN totally open to anything so be careful
