I've got the same error yesterday and before that HL worked just fine.
Btw. i'm using US Windows!

Problem solved!
Polaris script for MIRC caused that problem.
Every time you start mirc, "Program" file is created in disk root,
after renaming or deleting that file HL works just fine.
