Perhaps you need to reconfigure your router / firewall to allow the new gameservice version thru. All programs have different "footprints" and most firewall / router's will detect these changes. Im having a somewhat simliar trouble with timeouts while joining games myself I was up for nearly 60 hr's trying to fix the problem, All Hail Juan Valdez!

This only started to happen yesterday, I was using version 2.xx before and was fine. Even that was working until around 9pm last night. Then I thought it had stopped working cause everyone was switching to 3.1.4. So I downloaded that, but it did't work either.
So now I'm stuck, I've tried everything I can. Un-installed, re-installed until I was blue in the face, and I've gone quite mad in the process. Has to resort to UDP Soft's All-Seeing Eye until I get this fixed, but it is not nearly as good as HL!

I notice you did not offer an explanantion, or reply to my email asking for one. Nevermind, neither is necessary now.
My new Radeon pro card arrived yesterday, I did a full re-install of windows to get rid of remnants of Nvidia drivers and after setting up modem Hyperlobby now works (when the server isnt down) woohoo!
