That looks like it was a static discharge devise.
It's similar to a metal paint brush and is flexible.
We replaced them now and then as they tended
to fatigue and fall off. Believe it of not it's normal.
Hardly a panic thing.
The purpose of the static discharge tassles is to get rid
of static electric build up. (St Elmo's fire).
