This is A connection issue. It could be caused by many things. Anything from your firewall to your internet service provider. Basically its saying your internet connection is stuffed. Sometimes ISP`s block ip ranges because that's where attacks originate in their logs. A quick call to your isp with details of your problem should shed some light on the matter.
